Yes, I think this accident could have been avoided. Because when the violent typhoon was coming ,everyone should stay at home and not to go out, but the man did not listened to her wife's advise ,and he insisted to go out!! so~~if the man did not go out , this accident might not be happened!!

Yes, I do . I think both the man and the goverment should be partly responsible for the accident. Because the goverment did not maintain the bridge well, when the violent typhoon came, thebridge collapsed; on the other hand the man should stay at home and treasure his life!!
